Born in Norfolk, Virginia and a resident of Virginia Beach, Ray has served on the board of Future of Hampton Roads, Inc. for over 20 years and currently holds the title of Chairman Emeritus — the longest-serving member of the organization's leadership.

His professional career spanned three decades in economic development for regions and cities across Virginia and North Carolina, serving in Executive Director, Director, and Vice President positions. His work attracted companies and supported local businesses that invested over $3 billion in their communities and regions.

Tapped by the Governor of Virginia to serve on the Hampton Roads Sports Facility Authority, Ray was elected Vice-Chair of the authority. He founded a women's college all-star basketball tournament that drew scouts from the WNBA and ABL, and launched the Hampton Motorsports Technology Alliance — a coalition of NASA Langley Research Center, Old Dominion University, regional economic development partners, and the City of Hampton, Virginia. He also served as Regional Economic Development Liaison for the North Carolina Center for Automotive Research.

Currently CEO of Classic Artists Today, LLC, Ray has produced syndicated radio shows and podcasts, conducting over 500 interviews with world-class musicians across Rock, Pop, Soul, R&B, Contemporary Jazz, and Blues. Throughout his career he has also provided management consulting services for nearly two decades.
